Someone's trying to drown Sam Lowry with paperwork - not literally, I hope.

Sam Lowry: Not so good. I've been drowning in paperwork lately and maybe you could help...

Sam Lowry: Well, actually... this might be more adventurous than you think. You see, there's a lot of paperwork landing in the city planning department.

Sam Lowry: I suspect someone's trying to bog down the department with bogus paperwork to cover up some scam. But I don't know what it might be.

Detective: Now you're talking, Sam! That's something I can help with! Let's get to work!

Detective: The plan is simple, Sam. I'll do the footwork and ask around the city. In the meantime, you need to go through all the suspicious paperwork.

Sam Lowry: Sure thing. Sounds like a good idea.

Detective: Bingo. This place was demolished recently. And the buyer... AmTransGroup.

Sam Lowry: You know them?

Detective: Yeah, I hate that shady company, and I'll bet they're up to something no good. I kind of hoped the company would dissolve after Telly Cane's death, though.

Sam Lowry: Not a chance. They grew even stronger. They're now some kind of a lobby group, and with the elections to the city council not far ahead...

Detective: Yeah, I get it. They're more active then ever. So, if we want to take them down, we need to have a political backing of our own.

Sam Lowry: I don't stand well with the mayor, not after you came to blows with him... You've got any other ideas who could help us?

Patience de Monde: Oh, sweetie, if you can't even find one, cute little lobbyist, how are you going to save the city from the bad guys?

Detective: Very funny, Ms. de Monde...

Detective: Our common associate recommended you, Mrs. Honda. Apparently you are at odds with the AmTransGroup.

Jane Honda: Indeed. They have a big influence over the city council. I'd love to get rid of them.

Detective: Then what's stopping you? They made a lot of shady real estate deals around the city. You can use that against them.

Jane Honda: They're too smart for that. But they've got a base of operations outside the city. The security is probably more lax there. If you could find something that really implicates them...

Detective: I've got something very interesting for you, Mrs. Honda. Tony Malone has shares in the AmTransGroup. Apparently his signature is on the plans of a real estate bought by ATG

Jane Honda: Perfect! Now call Pola Chapelle and sell her the sensation. I'll talk with the city council. If only I had someone from the city hall who could weight in on the issue.

Detective: Why not Sam Lowry? He was the one who found out about ATG's activities in the first place.

Jane Honda: Hmmm... Not a bad idea. I'll arrange a meeting with him. It was nice working with you, detective: And it's good to have a common enemy.

Finale[]

If you fail:

Detective: I don't think I can help you, Sam. They are doing a perfect cover up job.

Sam Lowry: Well, that means even more paperwork for me. Yay.

If you win:

Sam Lowry: I just had a meeting with Jane Honda. She wants to enroll me as a candidate for the city council!

Detective: What? Really?

Sam Lowry: Yeah! There's an empty seat in the council since Telly Cane was killed. Honda thinks the ATG lobbyists have no chance of holding onto that seat, and I'd be the perfect candidate.

Detective: Well, now I know how to cast my vote! You'll make a great councilman, Sam. Jill will be so proud!
